I translated Bill number 7168/2014! / Traduzi o Projeto de Lei número 7168/2014!

Me before the translation. Eu antes da tradução.


Ok, this bill is not exciting at all. What was exciting to me was that I managed to translate  the whole thing into English (which was nearly 15k words long) in about 3 days. My husband helped a lot, especially with proofreading - I don't think I'd have been able to finish that whole thing by myself within such a short deadline. It was very tiring. Here is a sample of it:

Está bem, esse projeto de lei não é excitante ao mínimo.  O que foi excitante para mim foi que consegui traduzir ele todo para o Inglês (que tinha quase 15k palavras) em mais ou menos 3 dias. Meu esposo ajudou muito, especialmente com o proofreading; acho que não iria conseguir terminar tudo sozinha com um prazo tão curto.  Nos cansou muito. Aqui está uma amostra:


Projeto de Lei número 7168/2014
Estabelece o regime jurídico das parcerias voluntárias, envolvendo ou não transferências de recursos financeiros, entre a Administração Pública e as organizações da sociedade civil, em regime de mútua cooperação, para a consecução de finalidades de interesse público; define diretrizes para a política de fomento e de colaboração com organizações da sociedade civil; institui o termo de colaboração e o termo de fomento; e altera as Leis no 8.429, de 2 de junho de 1992, e no 9.790, de 23 de março de 1999.

Art. 9° No início de cada ano civil, a Administração Pública fará publicar, nos meios oficiais de divulgação, os valores aprovados na lei orçamentária anual vigente para execução de programas e ações do plano plurianual em vigor, que poderão ser executados por meio de parcerias previstas nesta Lei.
Art. 10. A Administração Pública deverá manter, em seu sítio oficial na internet, a relação das parcerias celebradas, em ordem alfabética, pelo nome da organização da sociedade civil, por prazo não inferior a 5 (cinco) anos, contado da apreciação da prestação de contas final da parceria.

It establishes the legal regime of the voluntary partnerships, involving or not financial resource transference, between the Public Administration and civil society organizations, in a regime of mutual cooperation, for the fulfillment of public interest purposes; it defines guidelines for the fostering and collaboration policies with civil society organizations; it institutes the term of collaboration and the term of fostering; and it alters Law number 8.429, from the 2nd of June, 1992, and Law number 9.790, from the 23rd of March, 1999.

Article 9. At the beginning of each calendar year, the Public Administration shall publish, in official means of dissemination, the costs approved in the annual budget law for implementation of programs and actions of the multiannual plan in force, which may be performed by means of partnerships provided for in this Law.
Article 10. The Public Administration must maintain, in its official website on the internet, the list of partnerships concluded, in alphabetical order, by the name of the civil society organization, for a period not less than 5 (five) years, counted from the final submission of the partnership's accounts.

This was done for a translation agency on behalf of the Government (who for some reason needed it translated into English!). I don't know if they'll ask someone else to proofread it again, but I can't help thinking that a random proofreader will do things such as bringing the word "celebrate" back. While it may be understandable to say someone celebrated a contract with the Public Administration, that word is mostly used in English as a fancier synonym for partying or rejoicing, and I wanted to find a more straightforward translation. Oh well, we can't control what agencies do with our work...

Isso foi feito para uma agência de traduções que estava trabalhando para o Governo (que por alguma razão precisava disso em inglês!). Eu não sei se pedirão para alguém fazer o proofreading  de novo, mas aposto que tal pessoa iria colocar a palavra "celebrate" de volta. Apesar de ser inteligivel dizer que alguém celebrará um contrato com a Administração Pública (em inglês), essa palavra é normalmente usada como sinônimo para festa ou alegria e eu queria achar uma tradução mais direta. Bem, não podemos controlar o que as agências fazem com nossos trabalhos...
